New methods and ideas in techniques and natural sciences are welcome here as they serve to climate conservation, improvement and recovery. Today's atmospheric carbon dioxide levels (<390 ppm) is too high, CO2 was not be confined higher then 280 ppm before industry growth. Concentrations of the greenhouse gases were tightly resulted to variation of average planet temperature, but modern technique indicate some advantages to provide control and management for these important values, such papers will be included. Last years we see the record-setting hurricane seasons in Oceans, larger extreme climatic events, as global warming, rising sea levels and other ecological changes. Theoretical and experimental studies indicate that natural restore mechanisms have limited capacities in regards to the incoming pollution and operate within specific time constants. In view of the changes to the climate apart from global warming, we have more hot and arid summers, cases of floods have become more frequent and severe, so we ask series of methods to solve mentioned problems. The sum of CO2 and water vapor in atmosphere put together the value of 95% in a mass of greenhouse gases, the methods for their control and management are necessary very much. Broader usage of active methods for atmosphere with precipitation enhancement seems very useful.
